If the Freiwillige Selbstkontrolle der Filmwirtschaft (FSK) refuses to rate a film, the Juristenkommision of the Spitzenorganisation der Filmwirtschaft (SPIO/JK) can check if the content of the film violates German law for causing serious harm to minors. Films without an FSK rating may only be shown or sold to adults.
