TV-MA does mean 17+....... and also 18+[]
Yes, TV-MA means 17+, according to the TV Parental Guidelines website. BUT, not all programs are suitable for 17-year-olds, which is why some services, like HBO, require you to be at least 18 to watch TV-MA rated programs, let alone subscribe to it. There is proof in their Terms of Service, which clearly states in "1." that their service is designed for and targeted to adults, and is exclusively for persons ages 18 and over. It also states when watching free episodes on HBO. If you click on a TV-MA rated program there, like Euphoria, they will ask you for your date of birth. If you set it to a birth date that you could be 17, the site will say you are not old enough. But if you put it to 18, they will accept it and you will be able to watch it. This procedure also applies to free episodes in Showtime, which also requires you to be 18 to view TV-MA rated content. Also, consider the fact that programs on HBO and Showtime could contain explicit content, sexual and/or violent, which is why they target their programs to persons 18 and over instead of 17 and over.
